Thanks Brand, Peter,
I appreciate the help. I think the key is whether or not Dave
Ellis has the time to work on this, since I think his work with the
Integrated Public Alert and Warning System (IPAWS) is critical for
moving to operational status AND for making the case that SOA makes
this workable. Unfortunately, I can't answer that question. I will try
to contact Dave, though I know he is actually busier than two
one-armed paper hangers.
